Regional and club solo II events tend to cost between $25 to $40.
It is not necessary to attend a solo II prior to running solosprints. Some people do find it more usefull to learn their vehicles at a solo II event since it is a safer environment due to lower speeds.
Solo II is considered by some as a stepping stone to solosprints. IMO that is not exactly accurate. They both are very similar in driver development and enjoyment and both have their own strengths/advantages. It would be like comparing downhill slalom to downhill skiing. Personally I would say try both, you may find as many have that both sports have something to offer.

i am leaning towards solo 2 mainly because of the price diference for this season and mabey next year solosprint.if money permits i may do a couple of lapping days,do you need a licsence for solo 2 and open lapping days.

The license from casc is only needed to score points in the regional series, otherwise none needed.

By licence he means registration in the series.
There is no "license" requirement for SOLO2 other than a valid Drivers' License.

Club Solo2's range from $20 to $40. Only driver's license is required.
Regional Solo2's are usually $35-$40. If you want to score in the regional SERIES, you have to register for the series once per year, which has been $30. You can still attend the regional events for only the event fee, and be scored for the day, but your history won't be tracked with the rest of the series competitors.
You do not need the $60 CASC Class C Administration Fee to participate in any Solo 2 events.
Lapping days require a driver's license, and some require evidence of experience. e.g.: Approx. 1/2 of OMSC track days have been done in combination with the Ian Law Track School, the other half require the person to demonstrate some training or experience before participating.
