I have a 94 cx honda civic and I went for a e test and failed. It was running to rich. Beside adjusting the distributior is there any other way of adjusting the timing? I tried to adjust it and it seems like it is alright but I just want to make sure there is not another way. Thanxs....

Change the air filter if it is not new, that will help some.....

Actually, the computer will compensate for a plugged air filter. Sounds like it could require PCV, O2, catalytic or all three.

And the only way to adjust the timing is to rotate the distruibutor.

You will be able to adjust it, but you will not be able to check it, unless you bridge the terminal to set the ignition timing back to the base timing.

Not required, and you only have to short the base timing plug if the vehicle is not fully warmed up. If the car is fully warm (rad fan comes on at least twice) then you can just adjust the timing without the shorting plug connected.

After countless checking of everything. I think the timing belt has skipped a tooth or was never set to top dead centre. With the timing gun on, the marking on the pulley is off by a 1/2 ainch from the marking on the block. could that be the problem?

A timing belt will never skip a tooth, so, it was probably set wrong when the belt was installed. This is very common on these motors because the cam pulley has both the timing marks for the 1.6L engine and the 1.5L engine on it. It just so happens that they are different by one tooth. This sounds like your problem......
