Adding ballast to lower class

Is this allowed?

For example, if a car using manufacturer's curb weight is just into GT4, can we add ballast and use the curb weight option to get into T1 class?

Specific balasting is not allowed to "fit" a car into a class. You can however use things like a cage or roll bar to add weight, or other bolt-on bits. Another exception is race car balast that is required for Regional Racing ... this is allowed to stay in the car for SoloSprint classing (so that CASC-OR race cars can participate in SoloSprint "as is" without having to reconfigure the car).
