Roll-over protection is highly recommended for all modified class cars and is
required for all open vehicles and open wheel vehicles.

Does this mean that all convertibles (Miata, S2K, Z3 etc) require rollover protection? Or is there another definition of open vehicle?

Since it's listed under the Mod heading, I would say that all convertibles competing in Mod class must have roll over protection and convertibles competing in other classes do not require roll over protection

That is correct. Similar to the CASC Mod rules. :)
