I want to put a bigger exhaust on my car (allowed in BSS) but am hesitant about spending this kind of money when it may not be an allowed mod in whatever class I end up running in whatever rules we will have next year.
Can someone involved in the rules process give me some advice?

There has been no decision as of yet to what rule set will be enforced next year.
There is a national solo comittee that is currently discussing making a national rule book for both Solo 1 and Solo2 for next year, standardizing the rules across the country (mostly for insurance purposes).
So, the CNAC rules may be in place for next year (that looks like a very distinct possibility). Now I cannot comment on any changes projected for the CNAC rules, because I have no idea if the rule book is being looked at by the solo committee.
Christian, our Solo 1 Director, is the CASC representative for the national solo committee and meetings are on going, so hopefully we should have word on this in the next month or two.
I know this doesn't help much, but track down the CNAC rule book and use that as a starting point. Try this link to the CNAC Web Site (http://www.cnacsolo.ca)
