Safety Questions

I just bought a 85 XR4Ti and it doesn't need emissions for obvious reasons. I'm curious what I need of the exhaust system to pass safety. I would like to run a turbo back 3" straight pipe with just a muffler (or not) depending on how loud it is. Would this pass safety?
Does anyone have a full list of things they look for when checking the safety of a car? ie:brakes,tires, windshield...etc.
