I think it would be expected at the A/B Mod level, and not at all needed in lesser than mod levels.

Can I get -ive points if i wear Nomex underwear? Maybe -2 pts???

How about just one for a Nomex thong???

NOTHING like a fire-proof bananna-hammock.

The -ve points aren't because these items add safety. They are because these items add weight. The roll cage in particular is pretty much impossible to install without removing the interior, so you get negative points to offset the interior removal. Back when CASC-OR allowed -ve points in all classes the WOSCA guys used to run their IT race cars in SS. That rule was subsequently changed to only allow -ve points in SP. BUT under CNAC they may return. The real intent of this rule (from my understanding) is to allow cars that are prepped for other series to run Solo-2. An IT car for example has a relatively stock motor and suspension mods. It is really at an SS level, but gutting them would bump them to SP, except for the negative points.
