solo 1 fuel cell rules

hi guys...do you have any idea on if we have any "rules" or not...if i wanted to install my tank like this bmw link?

hmmm it does state the cell needs to be protected by a bulk head...so if i bolt a sheet metal plate over the whole tank then it is completely sealed off from the cabin.....

it should be ok....if i install it like in the BMW picture...then bolt sheet metal over the whole top of the tank using those mounting screws on the top of that blue portion where the fuel gets filled....

can anyone interprete these rules?

does anyone even check this rule out? in all the years i have been in solo 1 ...i don't think anyone has even checked?
