If I change the piping on my intercooler, but not the intercooler itself, do I have to take the 1 point for it?

If you change location of the intercooler (i.e., from a top mount to a front mount) then yes. If you're not changing the location and just upgrading the piping (from rubber to silicone or to aluminum) you should be fine with no points. Double check with the Car Classification Committee.
